Graça Maria da Fonseca Caetano Gonçalves was born in Lisbon in 1971.
PhD in Sociology from ISCTE - Instituto Universitário de Lisboa, with a Masters in Sociology from the Faculty of Economics of the University of Coimbra and a law degree from the Faculty of Law of the University of Lisbon. She was a Researcher at the Center for Social Studies at the Faculty of Economics, University of Coimbra, between 1996 and 2000.
She was Councilor at the Lisbon City Council with the areas of Economy, Innovation, Education and Administrative Reform, between 2009 and 2015.
She served as Chief of Staff to the Minister of State and Internal Administration and to the Secretary of State for Justice in the 17th Constitutional Government (2005-2008).
She was also Deputy Director of the Legislative Policy and Planning Office of the Ministry of Justice between 2000 and 2002.
She has been Assistant Secretary of State and Administrative Modernization in the XXI Constitutional Government, since November 2015.
Minister of Culture, Slovenia
Dr. Vasko Simoniti, born on 23 March 1951, holds a doctorate in history and is a retired full professor of Early modern history at the Faculty of Arts of the University of Ljubljana and author of numerous scientific and expert works in the area of early modern history. In his treatises and essays he examined the position of the historian in relation to history and the problems of Slovenian historiography and has also made significant contributions to the study of 20th century Slovenian history. He is the author of Vojaška organizacija v 16. stoletju na Slovenskem (Military Organisation in the Slovene Lands in the 16th Century; 1991) and Fanfare nasilja (Fanfare of Violence; 2003), and co-author of the book and exhibition Temna stran meseca (The Dark Side of the Moon; 1998) and of Slowenische Geschichte: Gesellschaft – Politik – Kultur (Slovenian History: Society – Politics – Culture; 2008).
He was also actively involved in politics, having managed the electoral campaign of a presidential candidate in 2002. In 2003, he was one of the founders of the civic initiative "Nekaj je treba storiti" (Something Must Be Done) and a member of the Committee for NATO. Since 2004 he has been a member of the Assembly for the Republic and a member of the Board of Experts of the Slovenian Democratic Party responsible for culture. From 2004 to 2008, he was the Minister of Culture of the Republic of Slovenia and, in the first half of 2008, the president of the Culture Council of the EU.
European Commission, Deputy Director General in DG RTD
Signe Ratso is Deputy Director-General and a member of the Management Board of the Directorate-General for Research and Innovation of the European Commission. She is Chief negotiator, responsible for negotiations of association agreements with third countries associated and future potential associated countries to the EU R&I programmes Horizon Europe and Euratom, association policy and its interlinkages with EU R&I international cooperation strategy.
She is also responsible for Open Innovation and for citizens’ engagement and social innovation in research and innovation policy.
As a member of the Management Board she oversees some of the priority areas of the Commission in DG R&I.
Before joining DG R&I she worked in different senior management positions in DG TRADE since 2006.
Signe Ratso has always been involved in international affairs. Before joining the Commission she worked as Deputy Secretary General (from 1994 to 2005) at the Ministry of Economic Affairs and Communications of the Republic of Estonia.
She has two University degrees from Tartu University in Estonia.
Executive Secretary of the Enlarged Partial Agreement on Cultural Routes of the Council of Europe and Director of the European Institute of Cultural Routes
Stefano Dominioni is Executive Secretary of the Council of Europe Enlarged Partial Agreement on Cultural Routes (EPA) and Director of the European Institute of Cultural Routes (Luxembourg). He is responsible for overseeing the certification by the Council of Europe of Cultural Routes in the field of European culture and heritage across its 47 member States and the regular evaluation of the current 40 certified Cultural Routes.
Dr. Dominioni ensures EPA Governing Board and Statutory Committee operations, management of the European Institute of Cultural Routes and coordination with the Cultural Routes of the Council of Europe. He is responsible for the implementation of Joint Programmes with the European Commission, and cooperation with other International Organisations such as UNESCO, UNWTO, OECD and OEI. During his career at the Council of Europe, he has worked for the Directorate General of Education, Culture and Youth and the Directorate General of Social Cohesion. He received his Ph.D., M.Phil. and M.A. from Yale University, a M.A. from the Université d’Aix-Marseille and a B.A. from the University of Milan. He was Research Fellow at Cambridge University (England).
President COST Association
Prof. Paulo Ferrão is currently full Professor at the Instituto Superior Técnico (IST) of the Universidade de Lisboa, where he leads the IST Energy Initiative, the PhD Programme in Sustainable Energy Systems and the IN+ research centre, for Studies in Innovation, Technology and Policy Research.
Until recently, Prof. Paulo Ferrão was president of the Board of Directors of the Fundação para a Ciência e a Tecnologia (Portuguese Foundation for Science and Technology) (FTC). He stepped down from this position in April 2019. He had also previously been the director of the MIT-Portugal Programme since 2006, a strategic partnership set up between the Massachusetts Institute of Technology (MIT) and several Portuguese universities and research centres; supported and funded by the FCT. With a widely acknowledged international career, Prof. Paulo Ferrão is a member of the U.S. National Academies Roundtable on Science and Technology for Sustainability, of The National Academies of Sciences, Engineering, and Medicine, where he also sits on the Committees on Pathways to Urban Sustainability and on Sustainability Linkages in the Federal Government. He is a member of the Environmental Advisory Board to Rolls Royce, an MIT Research Affiliate, associate and past board member of the International Society for Industrial Ecology.
His scientific interests are focused in the areas of energy and industrial ecology, in which he has carried out research into waste and urban systems management. In this framework, Prof. Paulo Ferrão coordinated the working groups that established Portuguese plans for waste management – PNGR-Plano Nacional de Gestão de Resíduos and PERSU 2020 (Plano estratégico para os resíduos urbanos). He is co-author of the book “Sustainable Urban metabolism”, published by MIT-Press in 2013, and of “Urban metabolism of six Asian cities”, published by the Asian Development Bank, in 2014.

Piet Jaspaert (Belgium) obtained a PHD in Political and Social Sciences (Ghent, 1972) and got an Eisenhower Exchange Fellowship in 1990. He has been teaching languages, opening and running the Cultural Center in Hasselt, managing the Communication and Marketing of KBC Bank and Insurance. For ten years he has been President of the Jury for ethical practices in Advertising. He held many volunteer positions. The Flemish Government has called upon him to take on national tasks, such as the Presidency of the Youth Council, the Advisory Board for Theater and the Government’s Agency Tourism Vlaanderen. Thirty years ago, he was one of the three founders of Open Monuments Day in Flanders. He is still involved in many social and cultural organisations as Klarafestival, Concertgebouw Brugge, Kom op tegen Kanker. He has been Board Member of Europa Nostra for 9 years and was appointed Vice-President in 2015. He is particularly involved in EU heritage policy affairs, European Heritage Awards/Europa Nostra Awards and the 7 Most Endangered programme.

Burghauptmann HR Mag. Reinhold Sahl
Burghauptmann Reinhold Sahl has been the head of Burghauptmannschaft Österreich (https://www.burghauptmannschaft.at) since 2010. He studied Law at the Johannes Kepler University Linz and completed his training as a professional officer at the Military Academy, Wiener Neustadt. During most of his military career he was involved in the facilities management of military buildings. In his function as Burghauptmann, he is very keen to maintain and develop relevant competences and modern technologies for cultural heritage. The Burghauptmannschaft Österreich (BHÖ), a subordinate agency of the Federal Ministry for Digitization and Business Location (Bundesministerium für Digitalisierung und Wirtschaftsstandort, BMDW), is in charge of the sustainable preservation of Austria’s cultural heritage. Among the most well-known properties under the administration of the Burghauptmannschaft Österreich are the Hofburg Vienna, the Hofburg Innsbruck, the Belvedere Palace and the Schönbrunn Palace. Others include the ministerial building on the Stubenring as well as Ambras Castle and the former concentration camp Mauthausen.
Burghauptmannschaft Österreich is the lead organising member of the European Heritage Label Network (https://www.ehl-network.eu) of 48 member sites and collections (April 2021) awarded by the European Union to buildings, documents, museums, archives, monuments or events which are seen as milestones in the creation of today's Europe. The program is managed by the European Commission.
UNESCO Chair on ICT
Lorenzo Cantoni graduated in Philosophy and holds a PhD in Education and Linguistics. He is full professor at USI – Università della Svizzera italiana (Lugano, Switzerland), Faculty of Communication Sciences, where he is director of the Institute of Digital Technologies for Communication.
His research interests are where communication, education and new media overlap, ranging from computer mediated communication to usability, from eLearning to eTourism and digital Fashion, from ICT4D to eGovernment.
He is chair-holder of the UNESCO chair in ICT to develop and promote sustainable tourism in World Heritage Sites, established at USI in 2013.
He is USI’s Pro-rector for Education and Students’ experience, director of the Master in Digital Fashion Communication, done in collaboration with the Université Paris 1 Panthéon-Sorbonne, and vice-director of the Master in International Tourism.

Vice President ICOMOS Cultural Tourism Committee. Economist, heritage and tourism adviser. Activity combined with the direction of the owned company (Can Det SL) dedicated to managing the estates of the family in the Serra de Tramuntana including the production of olive oil from ancient olive trees, the cultivation of citrus and almond trees, renting out of several holiday homes on these properties and guided tourist visits to them.
January 2013 - November 2015. Director of the Consortium Serra de Tramuntana UNESCO World Heritage Cultural Landscape. It was a challenging position given the complexity of this rural cultural landscape, the necessary tourism strategy and the UNESCO requirements involved.
From 1996 to 2011. Director of the MALLORCA TOURIST BOARD. Responsible for the promotion strategy of the island and the necessary coordination with the tourist sector and the authorities.
Advisor to the Ministry of Culture, Portugal
Joaquim Jorge is a Specialist Technician in the Office of the Secretary of State for Cultural Heritage. He worked at the Loures Municipal Museums Network (1991), co-organised the EMAC 2012 European Museum Advisors Conference. Member of the international team leading the “Museo Mundial” project, which was responsible for connecting the collections of European museums with Agenda2030. In 2019 he was appointed Head of Division for Social Development at the Torres Vedras City Council.
With experience in the management of cultural and territorial-based projects, he has also collaborated as a trainer (IADE) and evaluator in reference projects, namely, "Museum Mediators" and "MuSA", as well as in the 2018 Cycle #makethemost organized by the GDA Foundation.
Graduated and post-graduated in anthropology (ISCTE-IUL), he holds an MBA in Technical Direction and Services in Social Organizations (Coimbra Business School).
University of Turku, Finland
Carolina Islas Sedano obtained her PhD from the Educational Technologies Research Group at University of Eastern Finland. She holds a M.Sc. in Communication and Media Engineering from Offenburg, Germany and a B.Sc. in Electronic Engineering from Universidad Iberoamericana in Mexico City.
Islas Sedano has worked in industry and academia, and her current research work lies in context research, co-design, informal learning and playful knowledge. Currently she works at University of Turku contributing to the FITECH Turku project bridging local industry and academia by innovating collaboratively. Special emphasis of Islas Sedano's research is in the conceptualization, development and implementation of applications in context. Islas Sedano was the project manager of the UNESCO Chair in ICT Summer School with the topic Co-creating on-the-road ICT solutions to promote Sustainable Tourism in World Heritage Sites. She coordinated the design and development of the hybrid game PASS in the H2020 project BODEGA, through her spinoff Ubium. By now Islas Sedano has published over 40 international peer-reviewed research articles and offered lectures in different countries (e.g., Mexico, South
CEO European Tourism Association
Tom Jenkins is the CEO of the European Tourism Association (ETOA), whose purpose is to promote a fair business environment for European tourism. ETOA represents over 1,200 tour operators and suppliers from over 50 countries, who deliver more than €12 billion of business annually within Europe.
Under Tom’s stewardship, ETOA’s scope of activity has broadened considerably; he has built close relationships with numerous legislators and other trade bodies at European, national and local levels. He regularly lobbies on our members’ behalf on our core legislative issues of visas, destination engagement, taxation and the Package Travel Directive.
He has been responsible for championing tourist access to historic cities, for initiating a Europe-wide coach safety code and for leading a campaign that successfully blocked changes to EU VAT legislation that would have jeopardised 5,000 tourism jobs in Europe.
Tom is often called upon by a variety of media including BBC TV, GMTV, CNN, CNBC & Radios 4 & 5, where he is vocal on topics such as visa facilitation, capacity management, the sharing economy and Brexit.
Before taking the reins at ETOA, Tom held a number of management positions at American Express, ultimately being responsible for the company’s inbound leisure travel for scheduled tours, independent vacations and customised itineraries. There, he launched a fully integrated computerised booking management system, developed the first interactive digital brochure and managed a corps of 350 tour guides operating throughout Europe.
Prior to working full time he spent 6 years as a tour guide working for American Express and Thomas Cook. Tom was educated at Bristol University and the Courtauld Institute.
Coordinator Network of European Royal Residences
Graduated in International Tourism (University of Turin, Italy) with a specialization in Management of Cultural Heritage (La Sorbonne University and Polytechnics of Turin), she is in charge of the coordination of the Network of European Royal Residences, based at the Palace of Versailles.
After a long experience in the field of cultural events both in Italy and France, including the World Heritage site “Venaria Reale” and the Cultural Institute of the Italian Embassy in Paris, since 2015 she ensures the international relations and collaboration of the most prestigious Palaces-Museums across 15 European Countries.
She also carries out the relations with the national authorities and EU institutions and, from 2016 she has been coordinating the actions developed by the network within the European Year of Cultural Heritage. In 2017 she joins the activities of the steering committee of the Unesco project World Heritage Journeys in Europe (thematic route “Royal Europe”) leaded with National Geographic. In 2019 she is appointed member of the Council of Europa Nostra.

University of Ljubljana, Slovenia
Roko Žarnić was a professor at University of Ljubljana, Faculty for Civil and Geodetic Engineering (UL FGG), since 1993 and retired from teaching on 2015. His research background is in earthquake engineering with a particular interest for built heritage preservation. After retirement he continues his work as research advisor. In 1999 he was a Fulbright visiting scholar at University of Colorado at Boulder, CO, in 2006 national detached expert to EU JRC Laboratory at Ispra, Italy. From 2010 to 2012 he was on duty of Minister of Environment and Spatial Planning of Republic Slovenia. In ECTP he co-coordinated Focus Area Cultural Heritage (2006-10) and was individual expert appointed in his personal capacity to Horizon 2020 AG for Societal Challenge 5 (2013-2015). He took part in one INTERREG IVc project, 7 EUREKA projects, 9 COST Actions and 20 FP projects since FP4 till H2020 coordinating one FP7 project (EU-CHIC).
H2020 SPOT Coordinator
Prof. Dr Ing. Milada Šťastná is the Head of Department of Applied and Landscape Ecology at Mendel University in Brno, Czech Republic and the Editor in Chief of the European Countryside journal. Her professional interests focus on cultural tourism; landscape, ecology; environmental protection and sustainability, related to the climate change impacts. During her 23 years' professional career published as an author and co-author 75 scientific papers, participated in 16 monographs and presented 125 other publications. Since 2020 she is the coordinator of SPOT - H2020 project: Social and innovative Platform On cultural Tourism and its potential towards deepening Europeanisation.
H2020 SMARTCULTUR Coordinator
Bart Neuts has a Masters in Applied Economics and a Masters and PhD in Tourism. He has worked at a policy-supporting research centre, the destination management organization of Flanders, and at universities in Belgium, the Netherlands and New Zealand. He has lectured classes in both the bachelor and master program on topics such as ‘Tourism Planning and Development’, ‘Cultural Heritage Management’, ‘Business Strategy and Innovation’, and ‘Management of Tourism Organizations’, among other things. He currently works as a research expert at KU Leuven and is coordinator of the Horizon2020 project ‘SmartCulTour’. His main area of expertise is in tourism externalities and sustainable development, specifically focused on social carrying capacity studies in urban environments.

Her main expertise lies in the agricultural sector and rural development, as well as culture, tourism, heritage and social innovation.
Her current tasks involve the identification of alliances and opportunities for new R&D and innovation projects, support of the implementation of the innovation system, coordination of innovation proposals, training on specialization programs, and management and support in the ongoing organization's projects.
European Policy Coordinator Europa Nostra
Lorena Aldana is a heritage professional from Mexico. She is the European Policy Coordinator at Europa Nostra, the largest and most representative umbrella organisation for heritage NGOs in Europe. In this role, she coordinates Europa Nostra's work in the field of EU heritage policy and advocacy. She also coordinates the participation of the organisation in different EU-funded heritage projects. Previously, she was part of the task force charged with implementing the European Year of Cultural Heritage 2018 in the European Commission, Directorate General for Education and Culture (DG EAC). As such, she worked on the design, management and communication of the Year’s activities at EU level. In the past, she also worked for the Organisation for Economic Co–operation and Development (OECD), in the research and design of heritage–led local development strategies. She has participated as speaker and panelist in manifold international conferences, such as the European Cultural Forum 2017 by the European Commission in Milan, the UNESCO Italian Youth Forum 2018 in Matera, the Cultural Heritage for a More Reliable Europe Conference by the Bulgarian Presidency of the Council of the EU in Plovdiv, the European Youth Event 2018 by the European Parliament in Strasbourg and the #EuropeForCulture Conference by the Austrian Presidency of the Council of the EU in Vienna. She holds a Masters Degree in Cultural Economics and Management (University of Bologna, Italy), a Bachelor’s Degree in International Affairs (ITESM, Mexico) and a Certificate in Political Science (Science Po Toulouse, France).
Rob Davies is an experienced creator, leader and manager of European projects and networks with an unbroken track record over more than 20 years. He has initiated and successfully managed many key EU actions in the fields of Digital Cultural Heritage (DCH) - for example, in relation to Europeana and local heritage - public sector information and e-learning. He has worldwide experience in consultancy and project development for clients including the World Bank, Asian Development Bank, European Development Fund, Bill and Melinda Gates Foundation, DFID and USAID.
He currently works at the Digital Heritage Research Laboratory at the Cyprus University of Technology (CUT) where he was recently Project Manager of ViMM (Virtual Multimodal Museum), the Coordination and Support Action funded under Horizon 2020 and led by CUT. ViMM provided guidance to the European Commission on policies for Digital Cultural Heritage (DCH) and built a consensual framework, defining and resolving existing issues spread across interlinked Thematic Areas: Definitions – Directions – Documentation – Dimensions – Demand- Discovery – Decisions, resulting in a Manifesto and Roadmap for Action at national, EU and international level. Rob is also Vice-Chair of the Europeana Network Association.

Prof. Tarmo Kalvet (PhD) is research director in the Institute of Baltic Studies as well as adjunct professor at the Department of Business Administration at TalTech. He was for many years the founding head of the Innovation Policy Research Programme at the Praxis Centre for Policy Studies, Estonia’s leading policy think tank, as well as one of its board members. He has published more than 100 research and policy analysis papers in the fields of economic development and on the role of state, especially in the fields of enterprise, economic, research and innovation, and ICT policies. His recent topical articles are on the use of novel tools for assessing economic complexity, e.g. “Innovative Tools for Tourism and Cultural Tourism Impact Assessment” in Sustainability (2020).
Development Project Manager at VisitEstonia
Monika is managing development projects in Visit Estonia, which she joined in February 2006.
As a project manager she has been coordinating several studies in the field of tourism product development as well as Tourism Awareness Programme. Monika is responsible for Estonian Tourism Conference which is the annual event for the tourism sector in Estonia.
And least but not last Monika is coordinating the Covid-19 safety project in VisitEstonia in cooperation with local DMOs as well as a project manager of IMPACTOUR project.

Ivor Ambrose is a Founding Member and the elected Managing Director of the European Network for Accessible Tourism (ENAT), a non-profit, multi-stakeholder association registered in Belgium in 2008. He works as an independent consultant and Project Director, conducting research, developing standards and training programmes, teaching and advising public sector organisations, companies and NGOs in Europe and internationally. He manages several websites and online communities dedicated to accessibility, tourism business development and training. He is an advocate for Universal Design and Sustainable Development principles and looks forward to the day when tourism and travel is accessible for everyone, everywhere.

Marinos Ioannides is the Director of the UNESCO Chair on Digital Cultural Heritage (DCH), the coordinator of the EU H2020 ERA Chair on CH with the name Mnemosyne and the main responsible for the unique EU Study VIGIE2020/654 on 3D digitisation in Cultural Heritage. He finished his MSc. in Informatics at the University of Stuttgart in Germany and received his PhD (Dr.-Eng) with excellence at the same Uni. where he participated in several EU and national research projects. His PhD was focusing on the digital 3D Reconstruction of any objects and is licenced in 147 research institutions around the world. His Lab at the Cyprus University of Technology is the only entity, which is financially independent from the University and the CY Government with a budget of more than 8.5 MEuro from high competitive EU grants in the last 8 years. The main mission of his Lab is to establish the first UNESCO UniTwin online Master course in DCH by 2023 and a regional Centre of Excellent in DCH by 2024.
H2020 IMPACTOUR Coordinator
João Martins was born in Lisbon, Portugal, in 1967. He graduated in electrical engineering at Instituto Superior Técnico (IST), Technical University of Lisbon, in 1990. He received his M.Sc. and Ph.D. degrees in electrical engineering at the same institute, respectively in 1996 and 2003. He is an Associate Professor with Habilitation at the Electrical and Computer Engineering Department, Faculty of Sciences and Technology, NOVA University of Lisbon, Portugal and a senior researcher at CTS/UNINOVA, Portugal. Currently he is the head of the Electrical and Computer Engineering Department and integrates the board of directors at CTS. He has published more than 70 scientific articles in refereed journals and books and more than 180 articles in refereed conference proceedings. Amongst others, he took part in 4 INTERREG projects, 5 COST Actions (coordinating one) and 11 H2020 projects coordinating. Currently he is the coordinator of H2020 IMPACTOUR. His research interests are mainly in energy efficiency and heritage buildings.
Graham Bell is Director of Cultura Trust, a UK-based NGO active in a range of European cultural heritage projects and partnerships. Graham has governance responsibilities in a range of European NGOs including the Hungarian Renaissance Foundation which he set up in 2007, and as Board member of Europa Nostra, leading to a range of advisory roles including 7 Most Endangered (with the European Investment Bank Institute), Climate Heritage Network and European Green Paper (both with ICOMOS), New European Bauhaus and IMPACTOUR cultural tourism. He is on the executive committee of FEMP, the European Federation for Architectural Heritage Skills. He is a member of the Europeana Network Association and collaborates with the UNESCO Chair for digital cultural heritage in Cyprus and UNESCO Chair in sustainable cultural heritage management in Hungary. He was the UK National Co-ordinator for 2018 European Year of Cultural Heritage.
